Can you file an car accident insurance claim without a police report?

this is re: a very minor accident. our car bumped into the other car after they slammed on their breaks. No damage at all to our car. The license plate and screws are bent on the other car. Other person uncooperative and after we gave our insurance info to them, refused to give info to us. Police on scene did not file report, told us to just deal with it on our own. I find myself needing to borrow my boyfriends car every once and a while but my mom recently took me off her insurance plan since I dont drive the car anymore (i moved away to college and dont come home often). All the insurance quotes I've seen require me to list a car. Can't I just get general driver's insurance to cover me when I'm borrowing cars? BTW, I drive a vespa-style scooter that doesn't require insurance, so I have transportation but when it rains or when I need to drive far I borrow a car. Hi guys. Well, to start out with I have my driver's license address set to my uncle's house in pembroke pines, FL, but I live here in Hialeah Gardens, FL. Why do I have it set to my uncle's house you ask? Well, back when I was 18 (i'm 20 now) my mom persuaded me to set my insurance address (progressive) to my uncle's house so it would be cheaper.
